最后一个Django版本不支持python 2.7。
如果你真的想使用python 2.7并使用Django，你应该安装以前的Django版本。
最新支持的是：1.11
因此，只需运行：
pip install django==1.11

这是因为django版本你需要python3解释器。
所以尝试使用pip3运行相同的命令
要安装pip3 sudo apt-get -y install python3-pip

pip3 install -e django/
