openstack Stein版 “nova-status upgrade check”报错：Forbidden: Forbidden (HTTP 403)
部署openstack Stein版，在部署完nova项目时，进行检查，执行 nova-status upgrade check 返回报错信息如下：

1.解决方法如下：
Due to a packaging bug, you must enable access to the Placement API by adding the following configuration to /etc/httpd/conf.d/00-nova-placement-api.conf:
<Directory /usr/bin><IfVersion >= 2.4>Require all granted</IfVersion><IfVersion < 2.4>Order allow,denyAllow from all</IfVersion>
</Directory>
Restart the httpd service:
#systemctl restart httpd
2.报错原因：

Maybe openstack thinks they had fixed the problem, so they removed the solution from the stein documentation. But, in fact, the problem still exists in the stein version.
