dbca 报 ORA-01031: 权限不足
问题描述：
12.2.0.1在在安装完数据库软件后，先打补丁和ojvm后，再dbca创建数据库报错

Oracle Database - Enterprise Edition - Version 12.2.0.1 and later
SOLUTION
Click ignore and the database creation will succeed.
