我也可以在从终端发起的Python控制台中导入TensorFlow。
在Console和Jupyter Notebook中，python可执行文件的路径是相同的（ sys.executable在Console和Jupyter Notebook中给出了相同的输出）。

看起来错误是我设置CUDA和CuDNN时的错误。
按照Nvidia提供的指南，它告诉我为Mac OS X设置DYLD_LIBRARY_PATH的路径。不幸的是，这在使用Jupyter Notebook时不起作用。
我们需要遵循Nvidia指南对Linux的步骤并设置LD_LIBRARY_PATH 。
这解决了这个问题。

在我的情况下，当启动Jupyter笔记本时， LD_LIBRARY_PATH被清除，即使将它导出到Ubuntu上的.bashrc和.profile中。
只有启动带有env VARIABLE=$VARIABLE jupyter notebook的笔记本电脑服务器解决了它。
