比如有个
<div id="selection1"></div>

那么你写<a href="#selection1">滚动到selection1</a>
点击这个链接就会滚动到 id="selection1"的标签的起始位置。
如果只有单独的一个#号，那么代表本文件。
也可以这样写 <a href="aaaa.html#otherSelection">otherSelection</a>
那么这时候点击将会进入aaaa.html并定位到id="otherSelection"的位置。

form 的action属性是数据发送地址，与上面的原理相同。
