具体的算法：分为两种：只依据buffer的占用情况，buffer的占有和吞吐量的估计同时使用

both throughput and buffer occupancy (HYB, a widely deployed algorithm), and a third that also optimizes decisions
across a finite lookahead horizon (RobustMPC)
